Alan’s topic was “Officiating Safely for Basketball Officials: A 5-Point Plan." The 5-Point Plan teaches officials to use the rules to control dangerous play, deal with fights, injuries, and equipment concerns -- all while maintaining the appearance of impartiality and control. Officials' calls and "no-calls" during the course of a game can have a profound impact on player and spectator safety. Liability concerns also revolve around an official's interactions with players, coaches and others before and after the game as well. From a risk management standpoint, pre- and post-game mechanics are as important as working the game. Officials who are perceived as impartial are less likely to find themselves in legal difficulties. Controlling the game to avoid injury while maintaining the perception of impartiality are learned skills.

At the AAHPERD Convention, Alan presented a seminar entitled: Violence, Rage, and Liability in Amateur Sports. The seminar, part of "Legal Quadrivium XIII," dealt with the legal implications of violent acts which dot the landscape of amateur sports. The responses of the legal system to violence in sports, and governing bodies' actions to stem the tide were discussed; as well as the considerations that affect civil and criminal liability. The impact of disqualification rules, disciplinary sanctions, and other regulations was explored -- as well as a discussion of court challenges to punitive measures.

Officiating Safely II: Managing the Fight was the topic of Alan's seminar sponsored by The School and Community Safety Society of America. This seminar is a game official's guide to dealing with fighting. While most sports have specific rules about fighting, much confusion abounds among the officiating community regarding the role of the game official in preventing player violence -- and in dealing with those incidents where fights do occur -- despite the officials' best efforts! This program discussed game management for officials, legal liability, and cause and prevention as they relate to officiating, coaching, and administration.
